Louisville Metro Housing Authority (LMHA), in partnership with Louisville Metro Government (LMG), received a $29.574 million Choice Neighborhoods Initiative (CNI) Implementation grant award from HUD on December 12, 2016 to implement select portions of The Vision Russell Transformation Plan. These funds are being leveraged with over $200 million of additional public and private investment in the neighborhood.
The CNI Implementation grant has three components: Housing, People, and Neighborhood. Click on the links below to learn more about each component and how CNI Implementation funds are making an impact.
HOUSING – Approximately $190 million is being invested to demolish and redevelop the Beecher Terrace public housing development into a 640-unit, sustainable, amenity-rich, mixed-income community. An additional 442 replacement units will be created in Russell and other areas of opportunity throughout the city through LMHA’s new Project Based Voucher program.
PEOPLE – Approximately $4 million is being spent to support positive outcomes for Beecher Terrace households and residents of the Russell neighborhood. Original Beecher Terrace households are being provided with relocation and mobility counseling services, individual and family case management services, and referrals to a variety of other supportive services throughout Louisville. Urban Strategies, Inc. is the “People Lead” and coordinates all case management services, as well as neighborhood outreach and other programs for individuals and families.
NEIGHBORHOOD – Approximately $12 million is being invested in Critical Community Improvement (CCI) projects within Russell that enhance the neighborhood, increase economic development and employment opportunities, and support community growth.
