Historic Preservation

The original Beecher Terrace community was a severely distressed public housing development that first opened its doors to public housing residents in 1941.  The site is comprised of 31.40 acres bordered by Muhammad Ali Boulevard, Jefferson, 9thand 13th  Streets.

Because Beecher Terrace, Baxter Square Park and other buildings surrounding the site are historic properties, the Vision Russell team completed a Historic Section 106 review prior to beginning the site’s redevelopment.  Per a Programmatic Agreement among Louisville Metro Government, the Louisville Metro Housing Authority, the Kentucky Heritage Council and The Advisory Council on Historic Preservation, mitigation measures were developed in response to any adverse effects arising from each stage of redevelopment.  Consulting Party meetings have been held to regularly review progress on mitigation and redevelopment activities.
